No. You can build a BOQ in the system and convert it into a project, or quick-start a project you already won elsewhere — you'll just enter a top-level budget split (Labour / Materials / Equipment / Other) so tracking still has real structure from day one.
Nothing. Every BOQ line item snapshots its rate the moment it's added. Changing a price in your price list only affects new line items added after that point.

Yes. Every account is scoped to its own company at the database level, and access within your company is controlled by the roles and permissions you set up.
